Method
 

  1. Slice and velvet beef for tenderness using cornstarch and baking soda.
  2. Chop peppers, onions, garlic, and ginger before starting.
  3. Combine soy, oyster, broth, sugar, and sesame oil until smooth.
  4. Quickly sear marinated beef in a hot wok, 30 seconds per side.
  5. Stir-fry peppers and onions, then add garlic and ginger.
